This paper is one of the four interrelated action agenda papers resulting from the National Summit on Public Health Legal Preparedness convened in June 2007 by the Centers for Disease Control and Prevention and multi-disciplinary partners. Each of the action agenda papers deals with one of the four core elements of public health legal preparedness: laws and legal authorities; competency in using those laws; coordination of law-based public health actions; and information. Options presented in this paper are for consideration by (...) policy makers and practitioners — in all jurisdictions and all relevant sectors and disciplines — with responsibilities for all-hazards emergency preparedness.Advancing and protecting the public's health depends upon the coordination of actions by many, diverse partners. For effective public health preparedness, there must be effective coordination of legal tools and law-based strategies across local, state, tribal, and federal jurisdictions, and also across sectors such as public health, health care, emergency management, education, law enforcement, community design, and academia. A community's abilities to promote health and maximize its response to public health threats require fulfillment of one of the four elements of public health legal preparedness, the capacity to effectively coordinate law-based efforts across different governmental jurisdictions, as well as across multiple sectors and disciplines. Government jurisdictions can be viewed “vertically” in that response efforts may entail coordination in the application of laws across multiple levels, including local, state, tribal, and federal governments, and even with international organizations. Coordination of (...) legal responses to public health emergencies also may involve a horizontal dimension comprising numerous and diverse sectors, such as public health, public and private health care, emergency management, education, law enforcement, the judiciary, and the military.Although responses to many acute health threats can implicate multiple jurisdictions and sectors, the jurisdictional and sectoral dimensions of legal preparedness are complex and may vary substantially by the nature of a threat, its geographic and geopolitical extent, and the operational response demanded. This fourth volume of Professor G. D. H. The relevance of the research is manifested in the fact that organizational culture is an important and penetrating everywhere concept with regards to influence on organizational change programmes. Literature analysis shows that there is ambiguity in the assessment of organizational culture. A certain outcome of a cultural variable may have not the same effect on all organizational processes associated with management activity.. According to Melnick, in order to gain a deeper understanding of the processes of management and management culture changes (...) hapenning in the modern world, it is appropriate to evaluate contemporary management practices that reflect the effects of historically composed life modes and stereotypes that manifest themselves in management activities. The research aim: to discuss the factors and stages forming organizational culture development. Analysis of recent research and publications. Organizational culture is analyzed in various contexts. Organizational culture models and their components have been defined by Schein, Ostroff et al., et al., the significance of organizational culture is analyzed ; McLoughlin and Miura ; Di Pietro and Di Virgilio et al. The issues of forming/changing organizational culture remain of topical significance. Researches on this topic were carried out and the summarized results were submitted in their scientific papers by Bititci et al ; Gibbons and Kaplan, Mungiu-Pupăzan ; Hogan et al et al. In the study Hogan et al a key result is how layers of organizational culture, particularly norms, artifacts, and innovative behaviors, partially mediate the effects of values that support innovation on measures of firm performance. The objectives of the research: to define the organizational culture components and importance for the results of organizational performance; to identify the main factors of business culture that influence the results of the performance; to discuss the stages of implementation of the organizational culture development management plan. What the present work aimed to achieve is an assessment of the origin an d unity of Husserl s Logical Investigations. My approach was to take the history of its development as fundamental for the determination of its basic structure. Therefore, I proceeded to analyse Husserl s development between the Philosophy of Arithmetic and Logical Investigations with re spect to the fundamental issues in the justification of knowledge in mathematics and logic. In Husserl s own words, one of the concerns (...) that set him on the road to phenomenology was the clarification and analysis of the relation b etween the subjectivity of knowing and the objectivity of knowledge. Fro m my investigations it has, I hope, become apparent how this problem ori ginated in his earliest works and, through various influences and exchanges, led to his theory of intentionality in the first editio n of the Logical Investigations. The Logical Investigations is located between his Brentanist phase and t he ultimate development of transcendental phenomenology. It is the sedim ent of Husserl s logical investigations during the 1890s, which is the m ain period I analysed in the present work. Husserl himself often remarke s on the early origin of some of the issues he tried to deal with in the Logical Investigations. Still in his sketches for a new preface to the second edition of 1913, he took pains to point out the developmental his tory of the work from the Philosophy of Arithmetic onward. Regarding the Philosophy of Arithmetic, more often than not, Husserl remarks that it was just and elaboration of his Habilitationsschrift. Hence, following h is lead, we tried to embrace the whole period of his psychological and l ogical analyses from 1886/7 to 1900/01. Of course, I was certainly not the first, nor will I be the last, to be intrigued by Husserl s development in these years. Numerous books and articles have been written long before mine on precisely these issue s, often dealing with specific topics, such as the uneasy relation of psychology and psychologism in Husserl s work or fundamental inʂ 58;uences such as Bolzano s, which I therefore chose to leave aside. Not simply to duplicate or summarise such pre-existing scholarship, I tried to concentrate on the issues to which I felt I could contribute an orig inal insight, advancing the field. I would like to indicate ᤙ 7;ve points here, where I think I attained this goal: 1. The enduring relevance of Husserl s mathematical ba ckground. 2. Support for an early development of a theory of hig her order objects 3. A better evaluation of Frege s influence 4. A contextualisation of Schuhmann s thesis regarding the relevance of Twardowski for Husserl s notion of intentionality 5. The dependence of the unity of the Logical Investig ations on its historical development. Without understanding its developmental history we would misunderstand i ts internal coherence. In the first part we saw Husserl s early struggle to integrate the mathematical and psychological points of view on the philosophy of math ematics, a struggle that lasted from the Habilitationsschrift at least u p to and including his Doppelvortrag. The basic problem is the justi@ 257;cation of knowledge, in the case of mathematics, the justifica tion of knowledge in formal sciences, obtained with symbolic methods. Su ch problems regarding the subjectivity of knowing and the objectivity of knowledge guided the development of his position from Philosophy of Ari thmetic to Logical Investigations. In articulating his solution Husserl analysed the various relations betw een founding and founded layers of knowledge and whether and how one cou ld pass from on to the other. Already at the time of the Philosophy of A rithmetic he tried to account for higher order acts, relations and objec ts, the mature account of which would have to wait until the Logical Inv estigations and later. Among various influences on his progression towards phenomenology, Frege has been often considered to have provided the conversion to an ti-psychologism with his review of the Philosophy of Arithmetic. I think I have demonstrated that the review is almost entirely irrelevant in th is sense and that we should rather look at a much earlier influenc e on the Philosophy of Arithmetic. By showing that Brentano s conception of intentionality was already more sophisticated than until recently assumed, thanks to some recent public ations of unpublished material from Brentano s and Husserl s Nachlass, I think Schuhmann s thesis is right, but should be reinterpreted as being less radical than it would appear. Both Husserl and Twardowski were in& #64258;uenced by Brentano as his students. Following his and Meinong s l ead, they both elaborated a theory on intentionality, in connection with the other theories of intentionality in his school and the Brentano-Bol zano paradox. Furthermore, by providing a more continuous reading of Hus serl s development through the transcendental turn, I hope to have made clear that his later theory of the noema is not a return to a neo-Twardo wskian triadic position, but a reaffirmation, now in transcendental key, of his 1894 take on the matter. The Logical Investigations are uniquely determined by their historical c ontext in the middle of Husserl s development, falling almost exactly be tween the Habilitationsschrift and the Ideas. Due to their troubled hist ory, including changes in Husserl s earliest position around 1890, the f ailure of the second volume of the Philosophy of Arithmetic, various in& #64258;uences around 1894, and the subsequent reorientation and broadeni ng of his theories to a non-psychologistic logic and mathesis universali s, the Logical Investigations might at first seem to fall apart in two fundamentally disconnected books, the second one of which containin g six heterogeneous studies. It is my contention that it is exactly its troubled history that ties the Logical Investigations together, as Husse rl developed his logical investigations in the 1890s on the basis of a h andful thorny problems, including intentionality as centerpiece. From th e Habilitationsschrift to the Ideas it is the relation between subject a nd object, in all respects, ontological as well as epistemological, that guides his research. The Logical Investigations is a intermediate sedim ent of his struggles, containing an elaboration and improvement of his p osition in his early works and also pointing ahead towards the later pos ition of transcendental phenomenology as an implication and continuation of the solutions he proposes. Furthermore, I tried to address the problem that, while Husserl regarded his Logical Investigations as the breakthrough to phenomenology, many f undamental notions of the later transcendental phenomenology seem to be missing in the first edition of the Logical Investigations. The me thod of the reduction, the notion of a pure ego and a full account of th e noema are at most sketched or implied. Hence, I also looked ahead to t he further development of phenomenology after the Logical Investigations. As Husserl s influence has extended beyond the movement he found ed, I felt I could not bypass his significance for the currently d ominant analytical philosophy. Especially with respect to some of the co re topics of the Logical Investigations, but also earlier themes such as Husserl s semiotics, there is an interest in phenomenology from the ana lytic side. Nevertheless, precisely with regard to the unifying theme of intentionality, analytical philosophy often seems to miss the mark, and spectacularly so. I discussed Searle s influential, but in my opi nion, misguided and flawed approach, and I hope it is clear that I have chosen my method and approach in complete antithesis to his. The central contributions I was able to give, were only possible thanks to solid historical groundwork as necessary prerequisite for systematic analyses. Wherever possible, a reference to the original primary sources was provided, allowing the texts to speak for themselves and providing the reader with the critical instruments to evaluate my interpretations. As Husserl stood in a fruitful exchange with many other scholars, as st udent, colleague, friend and teacher, the intellectual context of his th oughts is essential to a correct understanding of his theories and aims. I hope to have found the right balance in the historical and the system atical aspects of my work to suit the interests of the reader and the re quirements of scholarship. (shrink)

Incongruent counterparts are pairs of objects which cannot be enclosed in the same spatial limits despite an exact similarity in magnitude, proportion, and relative position of their parts. Kant discerns in such objects, whose most familiar example is left and right hands, a “paradox” demanding “demotion of space and time to mere forms of our sensory intuition.” This paper aims at an adequate understanding of Kant’s enigmatic idealist argument from handed objects, as well as an understanding of its relation to (...) the other key supports of his idealism. The paper’s central finding is that Kant’s idealist argument from incongruent counterparts rests essentially on his theory of freedom. The surprising result sheds new light on deep and overlooked links among the pillars of transcendental idealism, pointing the way to a comprehensive and unified reading of Kant’s system of idealist arguments. Using a new materialist line of questioning that looks at the agential potentialities of water and its entanglements with Big Data and surveillance, this article explores how the recent Snowden revelations about the National Security Agency have reignited media scholars to engage with the infrastructures that enable intercepting, hosting, and processing immeasurable amounts of data. Focusing on the expansive architecture, location, and resource dependence of the NSA’s Utah Data Center, I demonstrate how surveillance and privacy can never be disconnected from (...) the material infrastructures that allow and render natural the epistemological state of mass surveillance. Specifically, I explore the NSA’s infrastructure and the million of gallons of water it requires daily to cool its servers, while located in one of the driest states in the US. Complicating surveillance beyond the NSA, as also already imbricated with various social media companies, this article questions the emplacement and impact of corporate data centers more generally, and the changes they are causing to the landscape and local economies. I look at how water is an intriguing and politically relevant part of the surveillance infrastructure and how it has been constructed as the main tool for activism in this case, and how it may eventually help transform the public’s conceptualization of Big Data, as deeply material. The paper examines Kant’s views on divine foreknowledge of contingent truths, in particular truths concerning free actions of creatures. It first considers the shape this traditional philosophical problem takes in the transcendental idealist context. It then situates Kant’s views relative to three competing theories of foreknowledge discussed by Leibniz. These are Molina’s theory of middle knowledge, the Thomist theory of foreknowledge through divine predeterminations, and Leibniz’s own ‘possible worlds’ theory. The paper concludes that no consistent theory of divine foreknowledge emerges (...) in Kant’s philosophy. His discussions alternate between two inadequate and incompatible models. One is a post-volitional model suggested by his conception of the intuitive intellect’s relation to creation. Extended to creaturely free action, it is incompatible with his commitment to the relative autonomy of free action. The other is a version of Leibniz’s possible worlds solution; it cannot underwrite certain foreknowledge of determinate outcomes in a libertarian setting. (shrink)

Organized into three broad sections entitled "Race, Gender, and Community," "War and Community," and "Artistic and Scientific Community," the book contributes to ongoing conversations about the roles of language, symbolism, differences, metaphors, myths, hegemony, economic class, pluralism, and multiple consciousness in unifying the United States. A preface and a conclusion by J. Michael Hogan, who edited the collection, provides an orientation and summary for this new volume in the University of South Carolina Press series devoted to Studies in Rhetoric/Communication.The preface frames the book's contribution as a response to a belief that "a growing number of social and political commentators fear that the United States has lost all sense of 'community'--that repository of shared purpose, values, and traditions which historically has defined the American character" (xii). Hogan amplifies, "The signs of stress and fragmentation appear everywhere, not just in our national political and cultural dialogue but in all of the various communities that define our social lives--our families, our neighborhoods, our towns and cities, our professions, and our social and cultural associations" (xii). The preface situates the book in this concern about a "lost" unity that once upon a time typified the United States. But this "lost" community is a mythic representation of a past that has never existed in the United States, except possibly in the imaginations of people habituated to dominant roles. Stephen H. Browne's comments about restoration projects in general are germane: "The work of restoration has [End Page 182] never come easy for Americans, not least of all because it presumes a state that never existed and the appeal to which is almost always self-interested" (75).Describing the fourteen contributors as sharing "a common bond," Hogan asserts, "recognizing that communities are largely defined, and rendered healthy or dysfunctional, by the language they use to characterize both themselves and others, all share an abiding concern with how communities are constituted and sustained--or, in some cases, threatened and disrupted--by the words their leaders choose to characterize both themselves and others" (xv). Hogan emphasizes a question that he reiterates with slight changes in the conclusion: "Can feminist or ethnic and racial communities successfully sustain and celebrate their own identities without alienating themselves from the larger community?" (295; similarly, xxiii). But if all members of a community are responsible for unity and fragmentation, if we are unwilling to assign responsibility for fragmentation to subordinated community members, it may be necessary, consciously, to reverse the dynamics of power implicit in Hogan's question, by asking: "Can groups that have had a history of dominating others--both beyond and within the borders--sustain their own identities and still relate productively to the community?" In addition, because the English language is a communal inheritance, it may be revealing to ask, in a reversal of the book's focus on "community," how are notions of individualism sustained in the United States?Roderick P. Hart's introduction, "Community by Negation--An Agenda for Rhetorical Inquiry," focuses on a rhetoric of hate as practiced by both the political right and the political left. Hart inquires "whether it is possible to have community without hate" (xxv). This question is necessary in any serious discussion of rhetoric, fragmentation, and community; yet calculated opportunism and economic exploitation may be misnamed and obfuscated in language depicting a rhetoric of "hate." The significance or vacuity of the statement, “Everything has just doubled in size,” attracted considerable attention last century from scientists and philosophers. Presenting his conventionalism in geometry, Poincaré insisted on the emptiness of a hypothesis that all objects have doubled in size overnight. Such expansion could have meaning, he argued, “only for those who reason as if space were absolute … it would be better to say that space being relative, nothing at all has happened.” The logical empiricists concurred, viewing (...) the universal doubling hypothesis as illustrating the intrinsic metrical amorphousness of continuous manifolds. It is striking, therefore, to find Kant invoking a universal contraction in space and time to support his famous doctrine of transcendental idealism. In one of several completely neglected passages, he writes: “The proof that the things in space and time are mere appearances can also be grounded on the fact that the whole world could be contained in a nutshell and the entirety of elapsed time in a second without the least difference being met with.” Kant's “also” may suggest an idealist argument distinct from any proposed in published works. Receptor‐mediated stimulation induces massive actin polymerization and cyto‐skeletal reorganization. The activity of a potent actin‐modulating protein, gelsolin, is regulated both by Ca2+ and polyphos‐phoinositides, and it may have a pivotal role in restructuring the actin cytoskeleton in response to agonist stimulation. Structure‐function analysis of gelsolin has (1) indicated that its NH2‐terminal half is primarily responsible for modulating actin filament length and polymerization; and (2) elucidated mechanisms by which Ca2+ and phospholipids may regulate such functions. Gelsolin is functionally and structurally similar (...) to villin, another Ca2+‐activated actin‐severing protein found in microvilli, suggesting that gelsolin may be a prototype of this family of actin‐modulating proteins. A molecular variant of gelsolin is secreted and may be involved in the clearance of actin filaments released during tissue damage. The two forms of gelsolin are encoded by a single gene, and distinct messages are derived by alternative message splicing. (shrink)

Commentators are divided on the interpretation of Metaphysics Z4 1029b13–22. For one thing, it is unclear whether the passage rejects a claim about the essence of surface, or about the essence of pale. It is usually thought that the claim is disavowed because it involves a circular definition. However, this is conjectural, since Aristotle does not explicitly say anything about circularity in the lines in question. I argue here for an alternative account, which reads the disputed lines as an extension (...) of the immediately preceding remarks. If correct, this also solves the problem as to just what Aristotle is denying. As will emerge, my story is helped by St. Thomas’ reading of lines 21–22, an account that has been curiously ignored in the recent literature. (shrink)

Explanatory accounts of emotion require, among other things, theoretically tractable representations of emotional experience. Common methods for producing such representations have well-known drawbacks, such as observer interference or lack of ecological validity. Literature offers a valuable supplement. It provides detailed instructions for simulating emotions; when successful, it induces empathic emotions. It too involves distortions, through emotion-intensifying idealization and ideological biases. But these also relate to emotion study. There are three levels at which literature bears on emotion research: (1) the individual (...) work; (2) generic and related patterns; and (3) properties found widely across individual works and genres. Even at the third, most general level, literature suggests potentially important hypotheses about our pleasure in emotional simulation and our need to share emotional experiences. (shrink)

Notwithstanding the commitment to the inclusion of historically underrepresented communities, Christian ethics continues to be dominated by the voices, concerns, norms and methodologies of scholars from the northern hemisphere. This paper analyses the state of the field through the lens of the Catholic Theological Ethics in a World Church network whose mission is to promote international exchange. It assesses the lacunae arising from the northern-centric nature of Christian ethics as practiced in the northern hemisphere, highlights the inflection points, and considers (...) the likely re-prioritization of concerns that will flow from the systemic inclusion of the multiple, diverse voices of majority world scholars.
